The Division of Engineering Services (DES) has implemented the AASHTOWare Project Preconstruction (AWPP) system to replace the 40+ years old Basic Engineering Estimating System (BEES) and the Legacy BID system. AWPP is a modern web-based enterprise system hosted on the cloud. The AWPP system enables Caltrans to manage project information and automate processes during the early phases of a construction project, including project preparation, funding setup, bid letting management, and award decisions. The AWPP system is sustainable with AASHTO's regular updates and enhancements. This system is used by forty other state agencies and offers similar enhanced functionality to BEES and Bids.

The AWPP system went live on August 17, 2021, thanks to the overwhelming support and contributions from our District partners, Information Technology (IT), and the DES team. Over 1,200 engineers in all twelve Districts and HQ are trained and using AWPP. The successful implementation of AWPP has allowed the department to schedule the decommission of the BEES legacy system on December 31, 2022.
